A Proposed Framework for a Digital Video Library for Research Applications

The development of digital video processing algorithms and quality metrics require validation. The selection of digital videos for validation is of utmost importance. Presently, there are two main problems: (1) available videos are not representative of all test conditions, and (2) many videos are not freely available to all researchers. This causes delays in communicating ideas and difficulties in comparing results. The existence of a freely available and standardized suite of test videos would be invaluable to researchers in this respect. Such a suite of digital videos would be stored in a publicly accessible online library to allowing easy distribution of the videos. To enable copyright free access, the digital videos will be contributed by researchers interested in driving video research. In this paper, we discuss various aspects that must be addressed in the creation of a digital library including, (1) test video selection considerations, (2) the type of videos that are important, and (3) a framework for an online digital video library.
